Hate to disappoint fans of this tree, but it's actually a European Black Pine, not a Ponderosa Pine: there's enough good quality photos of it around for accurate identification. Going by its growth on historical street view footage back to 2007, it was planted about 25-30 years ago. I don't have any citeable references for this, unfortunately!
