Possible transfer from District of Columbia Air National Guard to Maryland Air National Guard

Unit is in the news for Possible transfer from District of Columbia Air National Guard to Maryland Air National Guard. reverse swap related to football Stadiums. Unit currently operates at Andrews Air Force Base - In Maryland already. So if transferred - there is some significant change in their chain of command. What does this do to the member of the Unit. With National Guard - do you have to be a resident of that region? State Governors are part of the Chain of Command for National Guard. The District of Columbia does not have a governor - but instead a Mayor. "does not control the D.C. National Guard and has no formal role in directing its military assets. Instead, D.C.’s National Guard is controlled by the president, who delegates that day-to-day authority to top federal defense officials."
