He doesn't need one to owe allegiance to the Italians. Many Chetnik leaders had multiple allegiances, and Djurisic and T-B both entered into agreements with the Italians. Here are a couple of sources for T-B's allegiances, 'Jevdjevic and T-B contributed politically by making regular tours through the surrounding villages for the purpose of exhorting the Chetnik rank and file and the Serb civilians to continue the anti-Partisan struggle and 'behave loyally toward the Italian troops'. (Milazzo, p75), and again on page 99, 'T-B suddenly charged the Italians with doubting his loyalty'. So, if the Italians were doubting his loyalty, he must have given them reason to think he was loyal to them in the first place, and if he was telling Chetniks and Serb civilians to be loyal to the Italians, that demonstrates his loyalty to them.
