OGL is not, nor has it ever been a system. The books talked about in this article are in fact D20 System derivative works. The OGL stands for Open Gaming License and could be used for any game system. It is a license that describes what rights others have to material printed under it as a copyright contract. GURPS could be printed under the OGL and still use the system created by Steve Jackson Games. The use of OGL in the title is Mongoose Publishing's attempt to distance their product from D20.
