If you wouldn't mind, going to User:128.111.95.217, and looking at "User contributions" (the link on the left) -- it would be helpful if you would just confirm that's you. Unfortunately, some people have changed IP addresses to try to disguise their edits; this is called "sock puppetry" (see WP:SOCK). I don't think you're intending any subterfuge: It just happens that people sometimes have their IP addresses switched without even realizing it. But to avoid any accusations of sockpuppetry, please just confirm & identify if both addresses have been you. You can just post a note on the user page of User:128.111.95.47 and User:128.111.95.217 that you acknowledge both as you. That way, everything is aboveboard, and nobody has any reason to think you're doing anything sneaky.

I would also like to suggest that you just create a userid -- you don't have to give away personal information to do so, and it lets you build up a history and reputation which can help other editors trust you more. A lot of vandalism is done by people with just IP addresses (anonymous editors), and so -- despite Wikipedia:Assume Good Faith -- people sometimes have a little less trust in the good intentions of an IP address editor. Also -- just as you have been switched, without knowing it, from one IP address to another -- that other IP address may now have been assigned to someone else. They could come on, make edits, and people wouldn't know if it the edits were you or someone else.
